Component I - Support to the development of regional and local strategic assessments in Andijan region The project assists the Andijan regional and local authorities to explore the various dimensions of living standards and its causes in the region and to play a meaningful role in its improvement. The project assists the authorities in preparing a regional assessment of the socio-economic situation. This assessment includes recommendations for restructuring the current system of data collection, so that the assessment can be regularly updated, and the ability of the authorities to monitor living standards and impact of policy measures on men and women is improved. The assessment analyses the status of human development and key human development challenges in the region with a special focus on the efficiency of basic service delivery. The document makes use of and collate existing data and statistics (gender disaggregated, when possible) from national and international organizations. The main emphasis is on the process of the assessment preparation, the content and its dissemination. This component strengthens the policy planning capacity of local and regional authorities in Andijan and supports increased capacity of regional authorities, improved dialogue with and stronger involvement of the Mahalla system in regional planning for the implementation and monitoring of the Welfare Improvement Strategy. It also reinforces coordination of international assistance in Andijan region and identifies best practices in enhancement of living standards. At the end of the project, the following results are expected:
To pilot participatory development processes on the ground, the project makes funds available for two pilot initiatives in two communities in Andijan. The initiative involves the application of community development approaches as tested in previous ELS projects and implemented by the project in Namangan for the rehabilitation of social infrastructures. For the selection of the two communities, the project will consult with the authorities and will use the ELS standards selection criteria based on income levels and distance from basic services.
