Component II - Empowering local communities in Namangan region
The aim of this component is to establish flexible and modern mechanisms, which provide financing for social investments to meet the needs of target groups. Social infrastructure initiatives are determined with the involvement of all stakeholders and on the basis of regional development strategies and plans. Priority is given to less developed districts of Namangan region. In order to provide greater involvement of community-beneficiaries, the communities are invited to make investments of available means, whether financial or labour. The project organizes trainings and exchanges in local development which strengthens capacity of community based organizations in carrying out needs assessment and implementation of social infrastructure activities. The project also supports the process of selection and implementation of community projects, and also provision of technical assistance through international and local technical experts for social infrastructure projects.
The project co-finances 50 projects for rehabilitation of community infrastructures - access to water, sanitation, health - and gratis provision of cattle and poultry to poor families in rural areas. The project will decide on ad hoc basis whether these grants can be complemented with other forms of technical assistance to specific groups, such as women and the youth.
The project also carries out monitoring of activities in selected 50 communities during phase I, strengthening of mutuality between the given communities and communities selected during phase II, further exchange of experience and lessons learned.
