On September 8, 2005, the
EU/UNDP funded project “Enhancement of Living Standards in
Karakalpakstan” organized a roundtable on micro financing and community
participation. The roundtable was hosted by the Savitsky Karakalpakstan
State Art Museum in Nukus which displays a word known collection of
painting and traditional handcrafts .Representatives from the UNDP Office in Uzbekistan
and the UNDP Regional Office in Bratislava, ELS project staff in
Karakalpakstan and Namangan international consultants, representatives
of the Council of Ministers, the local Khokimiyats of the districts of
Kegeliy, Shumanay and Karauzak, various line ministries, the Mahalla
Committee, microfinance institutions, local NGOs as well as community
people took part in the workshop.
The roundtable served as
an opportunity to review the ELS project plans for the disbursement of
grants to Daulet, the Business Women Association and Parwaz, three non
government organizations who have been administering microcredits
successfully in Karakalpakstan. During the roundtable the participants discussed
aspects of the Regional Development Strategy for Karakalpakstan and
reviewed a number of projects that the communities in three districts
will implement with the financial assistance of the European Union and
UNDP.The representative of the UNDP Regional office in Bratislava made
a presentation on western style agriculture enterprises and discussed
with the participants the experiences of the European and Central Asian
region. The participants concurred that the European experience will be
an important reference in the implementation of area based micro
financing schemes in Karakalpakstan, a region which depends heavily on
agriculture. The proposals for the disbursement of the grant schemes are posted
on the ELS website for comments and review by all those interested. The
ELS project plans to present the proposal for micro-credit disbursement
(which includes an exit strategy) to the European Commission in
Brussels by the end of September. Footnote: Information on the Museum can be found at www.savitsky.museum.uz
