On April 11, 2006, the United Nations
Office in Tashkent launched the first national Millennium Development
Goals report for Uzbekistan.
As mentioned in the press release: “The
report was prepared by the United Nations Country Team in close
consultations with the Government of the Republic of Uzbekistan... is
meant to increase public awareness of the MDGs and generate research
and debate for action around the national development challenges”.
The Enhancement of Living Standards
in Karakalpakstan and Namangan Region Projects were mentioned during
the presentation as practical measures implemented in Uzbekistan to
help the country achieve the first Millennium Development Goal -
Improve living standards and reduce malnutrition. The presentation
showed how central and regional authorities see the role of the ELS
projects within the wider context of the Welfare Improvement Strategy
Paper. The presentation also analyzed recent trends in living standards
both at national and regional level. Data collected by the ELS projects
at regional level complemented data from the Household Budget Survey to
contribute to an improved picture of living standards in the two
regions. The ELS projects help improve the
knowledge of development policymakers and practitioners of local
development needs and solutions by combining in the same project pilot
interventions and policy advice. Since 2005, the projects have been
mobilizing 100 communities by using the Millennium Development Goals
(MDGs) as a starting point to identify their main problems and how to
overcome them. The ELS projects support
communities rehabilitate social infrastructures for increased access to
drinking water, gas, electricity and sanitation and ensure communities’
and small farmers’ access to microcredits. The practical experience
acquired in this process has been used to prepare regional and local
development plans that respond to people’s needs. After one year of
their implementation, the experience of these two projects is now being
replicated in the Fergana region where the ELS programme has just begun
