In April 2006, the
Khokimiyat of Fergana region signed the Statement of Endorsement for
the EU/UNDP project “Enhancement of Living Standards in Fergana
region”.
During 2006 and 2007 the project will support the Khokimiyat
of Fergana region and three districts in the preparation of a regional
development strategy. It will also help 50 communities in three
districts to prepare and implement community projects for the
improvement of their living standards. Finally, it will ensure improved
income to farmers and low income population through microfinance.Those familiar with EU and UNDP
work in Uzbekistan will recognize the same methodology of the ELS
projects in Namangan and Karakalpakstan. This methodology is based on
testing development tools (rehabilitation of infrastructure and
micro-credit disbursement in small villages) along side policy
formulation (regional development strategy). The project will work in the
Shahimardan and Sokh enclaves. The enclave of Shahimardan counts
approximately 5,600 people who live mainly on animal husbandry and
mountain tourism. The enclave of Sokh is a small valley situated at the
foothills of the Turkistan range and irrigated by the Sokh River with a
population of about 42,900. The main agricultural produce is rice.
The Fergana Valley consists of
three regions Andijan, Fergana and Namangan and has a population of 7
million (approximately 30% of the total population). The valley covers
22,000 sq km (8,500 sq miles) and is surrounded by the Pamir and Tien
Shan mountains. The valley is a major producer of cotton, silk, grain,
fruits and vegetables. It also has a significant industrial and
agricultural potential (agricultural machinery, oil and oil refining,
chemicals and fertilizers). The project intends to maximize the
impact of the assistance provided by the EU and UNDP and ensure a
strong link between community participations and development. The
project will use community development concepts such participatory
rural appraisal and the Millennium Development Goals to help
communities to help themselves and contribute to the success of the
Welfare Improvement Strategy Papers the national strategy for the
