The EU-UNDP "Enhancement of Living
Standards in Karakalpakstan, Namangan and Fergana regions" projects
organized a three-day training session from 27-29 November, 2006.
Representatives of ELS projects working in the three regions took part
in training sessions on Human Rights and Gender mainstreaming,
Millenium Development Goals, Health and HIV/AIDS, and Project planning
and management. The Milllenium Development Goals (MDGs) were a
practical starting point for discussions and for establishing a link
between all the topics which were on the agenda during the three-day
seminar session. The
training session began with a discussion of ’Human Rights
Mainstreaming’. Human rights are set standards for human well being and
development, and constitute important means for enhancement of living
standards. Respect of human rights also require that these rights are
protected and fulfilled at all levels, in the family, community, local,
regional and international levels. Central to this is the well-being
and security of women and men by means of gender sensitivity. As
endorsed by the European Ministers during the 6th European Ministerial
Conference on Equality between Women and Men (8-9 June, 2006 Stockholm)
gender, as a matter of human rights is a prerequisite for development.Gender roles and relations enhance
women’s vulnerabilities to HIV/AIDS. HIV/AIDS is a problem that does
not respect national borders and therefore the seriousness of the
pandemic has been acknowledged at an international level. However, it
is at the community level that people experience most profoundly the
impact of the HIV/AIDS on their day-to-day lives. An environment in
which human rights and gender mainstreaming is respected ensures that
vulnerability to HIV/AIDS is reduced, those infected and affected by
HIV/AIDS live a life without discrimination and the personal and
societal impact of HIV infection is alleviated. The training session concluded with
a presentation of the National Human Development Report for 2006 -
Health for All: A Key Goal for Uzbekistan in the New Millenium, and a
presentation on project planning and management. The training session
aimed to develop not only subject-specific knowledge and skills, but
also transferable skills for ELS project staff. All the knowledge and
skills acquired during the three-day training session will enhance and
further the work carried out in Karakalpakstan, Namangan and Fergana
regions. The participants had interactive
discussions, role plays and team-building exercises. The work of the
ELS in 150 communities in Karakalpakstan, Namangan and Fergana will
undoubtedly benefit from the aproaches promoted during the training.
The project staff will use the knowledge acquired during the workshops
to promote human rights and gender based approach in their daily work
for the enhancement of living standards in 150 communities of
Karakalpakstan, Namangan and Fergana. The ELS Team would like to thank
UNDP staff in the Country office and UN agencies for delivering this
training course and ensuring that it was interesting, relevant and
