The Enhancement of Living Standards (ELS) financed by the European Union in Fergana Valley and the Area Based Development (ABD) Programme supported by UNDP in Karakalpakstan,, Kashkadarya and Tashkent regions are twin projects that have joined hands together to help region achieve the Millennium Development Goals. This year, the projects have brought MDG 8 Partnership for development closer to the regions. The ELS has invited leading experts from
UNDP regional Centre in Bratislava to work with a group of 40 local
experts, policymakers, and development practitioners on issues related
to improvement of living standards in Andijan region and Uzbekistan.
During June and September 2008, three international experts visited
Andijan region, guests of the regional Khokimiyat in Andijan. Here they
have met with 40 government officials who are presently receiving
training on how regional and district Khokimiyat can play a greater
role in supporting improved living standards During
the training course, with the help of the 3 experts, local goals and a
regional strategy have been discussed in support to MDGs and the goals
of the Welfare Improvement strategy, the national development strategy.
Comparison between European policies for local development and
Uzbekistan has given food for thought and sparked a lively and spirited
discussion. Not surprisingly, rural development, trade facilitation,
local and human development featured high in the discussion. During the month of April, the
sister project of the ELS, the ABD programme in collaboration with the
Indonesian Small Business Exporters’ has brought global cooperation and
East-East partnerships to new heights by organizing a training value
chain amongst 10 cooperatives and fruit and vegetable producers in
Fergana Valley, Kashkadraya and Karakalpakstan For more on this event

We in the ELS and ABD projects and our partners believe that these
activities have been just another step ahead in forging new global
partnerships for local development.
The ELS and ABD
projects use an innovative, integrated approach, whereby the three
project components - increased capacity for local development planning,
improved access to basic services and increased opportunities for
income generation work in synergy to support the implementation of the
Welfare Improvement Strategy in the regions and the (MDGs). Did you know that?
![]() The Bratislava Regional Centre (BRC) links the country offices and the RBEC headquarters in New York. The BRC supports country offices by providing policy advice and backstopping services delivered by UNDP’s Bureau of Development Policy, as well as by RBEC’s regional specialists. The BRC also manages regional projects (conducted in at least three countries), and helps to capture and spread development successes and best practices throughout the region. The Regional Centre also manages activities in Slovakia and in those countries in the region that have no UNDP offices: Czech Republic, Hungary, Latvia, Malta, and Slovenia, as well as the country programme for the remote South Atlantic island of St. Helena, where UNDP has been active since 1984. UNDP also has a very active role in fostering development in Cyprus through a bi-communal approach including Greek and Turkish Cypriot communities, with its ultimate aim to support the political objective of reunification. |
