IN FOCUS: 2011 – IMPROVING ACCESS TO SOCIAL INFRASTRUCTURE
As a result of the gas project in Birlashgan mahalla implemented in 2010 within the “Enhancement of Living Standards” Programme, about 3 thousand residents of Izboskan district now have access to natural gas.  Birlashgan mahalla of Izboskan district of Andijan region is celebrating Navruz holiday along with another joyous event – households of mahalla received an access to natural gas. “Limited access to natural gas was a serious problem in this community. Today, in this sunny day, the population of mahalla has gathered here to celebrate Navruz holiday and set a symbolic fire in token of the natural gas project that has recently been completed in Birlashgan mahalla. It is worthwhile to emphasize the activity and unity of the mahalla, which is confirmed by another event celebrated today – “darvishona”, the holiday that unites young and old” – said Olimov Abdusalom Kobulovich, Deputy hokim of Izboskan district during the opening ceremony of new gas pipeline. In spite of significant efforts were required, especially by mahalla itself, for successful completion of the project, due to effective mobilization and active work of initiative group, the new 22 km long natural gas pipeline was build in very short period of time. Prior to completion of 3000 m long main line, 660 m of which was purchased with the support of ELS project, the mahalla was virtually ready to build the remaining internal section of the pipeline of 19 km length into all of the streets. The project once again has demonstrated how initiative and activity of community itself and support from local authorities can be a good solution for social-economic problems in the region.
Isakov Mamirjon, mahhalla activist says: “Every winter our family had to spend about 260 000 soums for coal and another 50 000 soums for firewood, and this was a usual situation for every family in our mahalla. Living conditions have significantly improved as a result of the project and we have an opportunity to save family funds”.
“…We have learned to work in collaboration with other organizations, as well as felt confidence for our potential, we realized how our own initiative and actions can solve many problems”, - added the chairman of Birlashgan community Yuldashali Tuychiev.
“Experience of competent approach to the project implementation process is invaluable, since we have prepared necessary project documentation by ourselves. Moreover, some neighboring mahallas, such as Buston and Rovvot, which have witnessed the project implementation process, have made their own conclusions and started to organize meetings and prepare documentation for implementation of natural gas projects in their mahallas. We are really glad that Birlashgan mahalla became an example of cooperation and unity on the way of solving its social problems, as well as demonstrated good results for other mahallas”.
