The Mahalla Coordination Resource and
Training Center attached to Chartak branch of Mahalla Fund will
officially open on February 8, 2006 in Chartak city.
The Mahalla Coordination Resource and
Training Center attached to Chartak branch of Mahalla Fund will
officially open on February 8, 2006 in Chartak city. The event will be
marked by an official ceremony organized by the ELS project in
Namangan. Representatives of UNDP in Uzbekistan, the ELS project, local
authorities, regional and district branches of Mahalla Fund, district
and regional mass media, press and television will take part in the
ceremony.The centre in Chartak is the first to open of the three district
centres established by the ELS project in the pilot districts of
Chartak, Kasansay and Mingbulak. The centres will serve as a link
between communities, authorities and donors to better focus and
coordinate their activities in local development. According to the
Cooperation Agreement between UNDP and the Mahalla Fund, the centre in
Chartak will play a pivotal role in assisting local authorities to
collect socioeconomic data in 50 local communities in three districts
for the preparation of the so-called community passports. This
information will be fed into the preparation process of the national
Welfare Improvement Strategy Paper, presently ongoing.
The three centres, that were refurbished
by the Regional Mahalla Fund and equipped by the ELS project, will work
closely together with the local authorities, mahallas and communities
to identify community’s main obstacles to their development and how to
tackle them. They will also support the communities in the preparation
of sound proposals for the rehabilitation of essential social
infrastructures such as kindergarten, schools, rural medical points and
water systems. On its part, the ELS project will offer the centre possibilities
to participate in and facilitate workshops on community mobilization,
monitoring and assessment of community projects and strengthen the role
of community-based organizations in supporting local development. The “Enhancement of Living Standards in Namangan region” project,
financed by the European Union (EU) and implemented by the United
Nations Development Programme (UNDP) for the period 2005-2006, offers
concrete opportunities to the local communities to take an active part
in the improvement of their living standards through the preparation of
a regional development strategy, support to communities in the
rehabilitation of social infrastructures and access by disadvantaged
groups and small farmers to microfinance. The project uses Millennium
Development Goals to encourage dialogue with the communities on how
they support their own development by relying on their own strengths
and capabilities. |
