| Local Governments in Karakalpakstan join together with the ELS |

The EU/UNDP supported Enhancement of
Living Standards project in Karakalpakstan helps local governments
(Khokimiyats) to join forces for the development of their districts and
achieve the Millennium Development Goals. The Khokimiyats of Shumanay and
Kanlikul in Karakalpakstan have joined forces to rehabilitate 1.2 km of
water pipes that will benefit approximately 3,050 (520 families) people
and increase their access to drinking water. When confronted with
shortage of specialized equipment in this district, the Khokimiyat of
Shumanay contacted their colleague of the neighbouring Khokimiat with
the request to borrow some of the excavators and trucks required for
the job. An arrangement was made with the communities that they would
also participate in the work and provide support in kind through
voluntary labour and help to the workers. Thanks to this arrangement between
two ingenious and motivated Khokimiyats and the participation of local
people, the works in the community of Makhankanes No4 in the district
of Shumanay were completed in good time and yet another step was made
by the regions to assist the country to achieve the Millennium
Development Goals and improve living standards in the regions.
Municipalities, better known in Uzbekistan
as local governments (Khokimiyats), are responsible for the
administration of the regions and the provision of social
infrastructures and their maintenance such as water and sanitation and
primary health care in rural areas. A number of regulations and
policies have been issued recently that grant an increased authority by
Khokimiyats to shape the development of the regions, for example
through the elaboration of regional and local development plans. This
is making possible to link regional priorities to national policies and
plans and the Millennium Development Goals.The country, with the support of EU
and UNDP, is supporting pilot projects that assist the local
governments to take a more active role in identifying and prioritizing
the problems and solutions in the communities. Approaches, such as
area-based development community and participation are being tested and
are replacing the centralized top down systems of the soviet past.
These approaches are promising in the specific context of Uzbekistan as
they correlate with, and find often an equivalent in, traditional
systems of self-government, are well accepted and understood by local
governments and communities alike. The EU/UNDP supported Enhancement
of Living Standards project in Karakalpakstan assists local governments
to cooperate with one another and share lessons learned in the
rehabilitation of water and health infrastructures and provide improved
access to drinking water, sanitation and primary health care. The project uses the MDGs as an
entry point to prioritize interventions within the local goveremnt and
communities and establish local target and indicators for improved
monitoring and evaluation of community interventions. The project has
been working in 50 communities and three local districts governments
since 2005.
